The rapid development of SMES in China,, the financing problem has been troubled by small and medium enterprises for many years, a common problem is also hampered the development of small and medium sized enterprises. In this paper, the objective situation and financing from the small and medium-sized enterprise combined with the Liaoning reality, to comply with company financial strategy and financial management goal as the criterion, the calculation method and financing constraints of scientific measurement method for tools, explore the countermeasures from the empirical point of view, from the fundamental solution to the financing problem of SMES in Liaoning, so as to promote the development and economic health the small and medium-sized enterprise revitalization of Liaoning province.
